Racheting Wheel Strap

This is a plastic strap that holds the wheel of a bicycle in place in the wheel tray of a bicycle carrier or bicycle rack. A similar strap is made by Thule and is called the WS2. I need a more simple straight strap that is 1" wide and 12" long.
